Jacob Jubinville Wanted By Police – Fraud, Breach, Etc.

An arrest warrant has been issued for a 27-year-old man who allegedly used counterfeit cash to make $700 in fraudulent purchases at local stores and then fled from police officers. 

On May 11, 2025, a male suspect entered a department store in the 7100 block of Tecumseh Road East and used counterfeit $100 bills to purchase multiple items. The following day, the same individual attempted to use counterfeit money to pay for merchandise at a business in the 400 block of Sandwich Street South in Amherstburg. However, a store employee discovered the bills were fake and confronted the suspect, who fled to a nearby black Mercedes and left the scene. 

Officers with the Windsor Police’s Amherstburg Detachment located the suspect’s vehicle a short time later. Upon seeing the police cruiser, the suspect accelerated rapidly and drove through a red traffic light in a highly populated area. Officers discontinued the pursuit out of concern for public safety.

The Windsor Police Financial Crimes Unit investigated and identified the suspect as Jacob Jubinville. He is described as a white male, approximately 6’ tall, 160 lbs, with a medium build, wavy brown hair, a full beard, blue eyes, and multiple tattoos, including two on his face. An arrest warrant has been issued for Jubinville on the following charges:

· Fraud under $5,000 (x 2)

· Possession of counterfeit money (x 2)

· Uttering counterfeit money (x 2)

· Obtaining by false pretences under $5,000

· Possession of property obtained by crime

· Failure to stop for police

· Dangerous driving

· Failure to comply with a release order (x 2)

Pedestrian Dead – One Arrested & Facing Firearms Charges

Driver arrested after fatal collision with pedestrian


The Windsor Police Service has arrested a 28-year-old woman following a fatal motor vehicle collision that killed a pedestrian.

Shortly before 7 p.m. on March 8, 2025, police were dispatched to the 4700 block of Tecumseh Road East following a report of a motor vehicle collision. Upon arrival, officers discovered that a rental moving truck drove onto the sidewalk, struck a pedestrian, and crashed into a commercial building.

The pedestrian, a 27-year-old woman, was pronounced deceased at the scene.

The area was closed for several hours while members of the Windsor Police Collision Reconstruction and Forensic Identification Units processed the scene. During a search of the rental truck, officers located and seized a loaded firearm.

The driver was arrested and will face the following charges:

  • Possession of a loaded firearm
  • Possession of a firearm with an altered serial number
  • Possession of a firearm with no licence
  • Occupying a motor vehicle with a firearm
  • Occupying a motor vehicle with a prohibited device
  • Possession of a prohibited device
  • Careless storage of a firearm

The investigation is ongoing and additional charges are anticipated.

Man facing assault charges arrested for violating bail conditions twice in six weeks

The Windsor Police Service has arrested a 33-year-old man for violating his bail conditions for the second time in six weeks.

In November 2024, Shayne Ellis was granted bail from a Hamilton court while facing charges of assault with a weapon, possession of property under $5,000, and failure to comply with a release order (x 2). His release conditions included house arrest in Windsor with electronic monitoring, and prohibition from driving due to his status as a suspended driver.

On January 27, 2025, bail compliance officers arrested Ellis for breaching his conditions. He was subsequently released under the same conditions.

Another investigation was launched on February 27, 2025 after police received information that Ellis had breached his conditions once again.

On March 4, 2025, bail compliance officers, alongside the OPP-led Repeat Offender Parole Enforcement (R.O.P.E.) Squad, located and arrested Ellis at a residence in the 5500 block of Clarence Dr. He has been charged with failure to comply with a release order and driving while under suspension.

Additionally, officers arrested Ellis’s surety, 31-year-old Olivia Avery Drouillard, charging her with one count of facilitating a breach of a release order. A surety is an individual who agrees to supervise an accused person while they are out on bail and ensure compliance with their release conditions.

The bail compliance officers are part of the Offender Management Unit, a partnership between the Windsor and LaSalle Police Services to supervise high-risk individuals placed under house arrest, curfew, or electronic monitoring. The Offender Management Unit is supported through a grant from the Government of Ontario, as part of the provincial government’s strategy to strengthen Ontario’s bail system.

Wanted By Police: Austin Ryall

The Windsor Police Service has issued an arrest warrant for a 25-year-old man following a stabbing downtown.  

Shortly before 1 a.m. on March 1, 2025, police responded to a report of a stabbing in the 500 block of Ouellette Avenue. Officers arrived on scene and located a 22-year-old male suffering from stab wounds. The victim was transported to hospital, where he remains in stable condition.  

Investigators determined that a verbal altercation between the victim and the suspect began inside a nightclub. The dispute escalated into a physical confrontation, during which the suspect produced a knife and stabbed the victim before fleeing the scene.  

Investigators have since identified the suspect as Austin Ryall and issued a warrant for his arrest on charges of aggravated assault and assault with a weapon.  

Ryall is described as a white male, approximately 5’10” tall, with a large build, brown hair, blue eyes, and a light complexion.

Violent Home Invasion: Manal Khalaf Arrested #StandYourGround

The Windsor Police Service has arrested a 25-year-old woman in connection to a violent home invasion last month.

Shortly after 7 p.m. on February 14, 2025, officers located and arrested Manal Khalaf without incident. Khalaf was sought by investigators after five suspects forced their way into a residence in the 2500 block of Luxury Avenue on January 13. The suspects assaulted, bound, and threatened two elderly occupants and stole money, jewelry, and a sports utility vehicle.

Khalaf has been charged with the following:

•Break-and-enter and commit robbery

• Robbery with an offensive weapon

• Robbery

• Assault causing bodily harm

•  Assault with a weapon

• Assault

• Forcible confinement

• Uttering death threats

• Theft of a motor vehicle 

Police continue to search for four additional suspects, all of whom are described as males between the ages of 20 and 30 years old. All were wearing face coverings at the time of the incident.

Three suspects arrested, one sought following series of group retail thefts

The Windsor Police Service has arrested three people and issued a warrant for a fourth suspect following a series of organized group retail thefts.

Between August 25, 2024 and January 27, 2025, police received reports of five retail thefts involving the same group of people at several big-box stores throughout Windsor. The total value of goods stolen was $3,377.84.

Through investigation, officers identified all four suspects involved.

On February 5, 2025, members of the Windsor Police Target Base Unit located and arrested Kenneth McLachlan, 40, in the area of Tecumseh Road West and Church Avenue. 

The following afternoon, the Windsor Police Problem-Oriented Policing Unit (POP) located and arrested Brittney Ducharme, 35, in the 4300 block of Walker Road. Later that evening, officers located and arrested Dylan Riberdy, 32, in the 1600 block of Drouillard Road.

McLachlan, Ducharme, and Riberdy have each been charged with three counts of theft under $5,000 and committing an indictable offence for a criminal organization. Riberdy has also been charged with two counts of failure to comply with a release order.

A fourth suspect remains outstanding. Kory Raymond, 36, is wanted for three counts of theft under $5,000, committing an indictable offence for a criminal organization, and three counts of failure to comply with a release order.

This suspect is described as a white male, approximately 5’9” tall, with a medium build, brown hair, and green eyes.

Attempted Murder – 3 Arrested

UPDATE: Three suspects arrested, three sought following attempted murder 

Three suspects have been arrested and three others are sought in connection with an attempted murder in Windsor’s west end.

Shortly before midnight on January 30, 2025, police responded to a report of shots fired near the intersection of Partington Avenue and Algonquin Street. No physical injuries were reported and the occurrence is believed to be an isolated incident.

The Windsor Police Major Crimes Unit has taken carriage of the investigation, and officers have since identified and charged three suspects in connection with this incident.   

On January 31, the Ontario Provincial Police located and arrested a 22-year-old female, charging her with accessory after the fact to attempted murder. On February 3, Windsor Police officers located and arrested a 33-year-old female and 30-year-old male, charging them each with accessory after the fact to attempted murder. Names of the arrested suspects are withheld to avoid compromising the investigation.

Three additional suspects remain outstanding.

The first suspect has been identified as 36-year-old Chelsea Adamache. She is wanted on charges of accessory after the fact to attempted murder.

The second suspect is described as a light-skinned black male in his late thirties, with vitiligo on his face, approximately 5’2”, with a medium build, brown eyes, and curly hair.   At the time of the incident, he was wearing all black. He is wanted on charges of attempted murder.

The third suspect is described as a male in his thirties with a light complexion, approximately 5’10”, with a thin build, light eyes, a buzz cut, and strawberry blonde facial hair.   At the time of the incident, he was wearing all black.  He is also wanted on charges of attempted murder.

Investigators have also identified two suspect vehicles involved in this occurrence.

The first vehicle is described as a black 2008 Chevrolet Suburban with chrome side mirrors, a sticker on the rear passenger side window, and Ontario plate number DDDP 146.

The second vehicle is described as a grey 2010 Ford Edge with Ontario plate number DCZJ 067.

$500,000 Drug Bust – Details Released

The Windsor Police Service has arrested one suspect and seized over $500,000 in illegal drugs.

Earlier this month, the Windsor Police Drugs and Guns Enforcement Unit (DIGS) launched an investigation into a suspected drug trafficking ring with links to the Greater Toronto Area.

On January 29, 2025, with assistance from the Emergency Services Unit, officers located and arrested a 26-year-old man as he exited a vehicle in the 200 block of Watson Avenue. During a search of the suspect, officers seized 1,978 grams of cocaine, 988 grams of crystal methamphetamine, and 150 milliliters of codeine as well as $2,600 in cash and two cellular phones.

The DIGS Unit then obtained a search warrant for a nearby residence where trafficking was suspected to occur. A search of the home returned an additional 625 grams of crystal methamphetamine, 504 grams of fentanyl, and 9 grams of cocaine. Officers also recovered a Glock handgun magazine, 50 rounds of .38 caliber ammunition, 25 rounds of 9mm caliber ammunition, 21 rounds of .40 caliber ammunition, a digital scale, and drug packaging materials.

Police also executed a search warrant on the suspect’s vehicle and seized an additional 38 grams of cocaine.

The total value of drugs seized in the operation was $502,770.

Benyamin Al-Mehmodi, 26, has been charged with:

•             Possession of a schedule I substance for the purpose of trafficking, namely cocaine (x 3)

•             Possession of a schedule I substance for the purpose of trafficking, namely crystal methamphetamine (x 2)

•             Possession of a schedule I substance for the purpose of trafficking, namely fentanyl

•             Failure to comply with a release order

“Through this investigation, we have taken a significant amount of illegal drugs off our streets,” said Inspector David DeLuca, who oversees the DIGS Unit. “I commend the work of our DIGS Unit for their ongoing commitment to keeping our communities safe.”

Downtown Homicide

Police investigate homicide near downtown 

The Windsor Police Service is investigating a homicide near downtown.

Shortly after 7 a.m. on January 27, 2025, officers responded to a call of unknown trouble in the 400 block of Wyandotte Street East. When officers arrived at the scene, they located an unresponsive man suffering from a gunshot wound.

Emergency Medical Services personnel performed immediate first aid on the victim and transported him to hospital, where he was pronounced deceased.

The Windsor Police Major Crimes Unit has assumed control of the investigation and urge anyone with information about this crime to contact police. Additionally, residents and business owners in the vicinity are asked to review their surveillance or dash cam footage, specifically between 6:30 a.m. and 7:30 a.m., for video evidence that may assist with the investigation.

Shane Sylvestre Facing Numerous Charges

Five stolen vehicles recovered, suspect charged

A 40-year-old man is facing a litany of criminal charges after the Windsor Police Service recovered five stolen vehicles. 

In the early hours of January 21, 2025, a male suspect was captured on surveillance video breaking into an auto repair business in the 10000 block of Tecumseh Road East. The man unlawfully entered through a window, took several sets of car keys, and returned multiple times to steal a total of five vehicles. 

Later that day, officers recovered three of the stolen vehicles a short distance from the business. The fourth vehicle was located several hours later near the intersection of Algonquin Street and California Avenue, while the fifth vehicle was found in the 2700 block of Meadowbrook Ln.

Members of the Windsor Police Target Base Unit launched an investigation and soon identified the suspect as Shane Sylvestre. Investigators confirmed that Sylvestre was also wanted in connection to a theft of tools from a trailer at a business in the 3000 block of Forest Glade Drive earlier this month.

Investigators applied for and were granted a warrant to arrest Sylvestre. Shortly after midnight on January 22, officers located and arrested Sylvestre at a residence in the 1600 block of Ouellette Avenue.

At the time, he was subject to court-ordered conditions including house arrest and a Criminal Code driving prohibition. 

Sylvestre has been charged with the following:
